Halvarssons Halogen Jacket
For ultra high visibility when riding, the Halogen jacket from Halvarssons is certainly going to do the job. The jacket can be worn as a jacket in its own right, or over the Safety jacket from the Halvarssons range (HAL092) to create the safest jacket you'll ever wear. The jacket comes with compartments for armour in the shoulders elbows and sleeves, though none are provided.
